Oleksandra Matviichuk, head of the Ukrainian Center for Civil Liberties and Nobel Peace Prize laureate, criticized the initial 28-point plan between the US and Russia, stating that it does not take into account the "human dimension" of the conflict. Matviichuk supports President Volodymyr Zelensky's efforts to rewrite the plan in dialogue with the White House, emphasizing that a sustainable peace is necessary, not just a simple pause that would allow Russia to regroup.
She highlighted the problematic clause in the initial plan, which offered total amnesty for all parties involved, warning that it would undermine international law and encourage authoritarian behavior. Although the clause has been removed from Ukraine's and the US's counterproposal, negotiations continue. Matviichuk emphasized that Putin did not start the war for territory, but to subjugate Ukraine, and called for the protection of the rights of the 6 million Ukrainians in the occupied territories. She documented over 92,000 war crimes committed by Russia in Ukraine since 2014.
