According to an analysis conducted by the Foundation for the Defense of Citizens Against State Abuses (FACIAS), the Constanța City Hall ranks first in Romania regarding spending on security services, with monthly bills of approximately 768,000 lei, equivalent to over 150,000 euros. This amount is nearly 40% higher than the budget allocated by the Capital City Hall.

Other city halls, such as Arad and Bucharest, follow with expenses of 700,000 lei and, respectively, 444,000 lei per month. Together, these city halls generate annual costs of over 35,000,000 lei for security services. FACIAS suggests implementing integrated video monitoring systems to reduce costs by up to 60% and proposes that security be provided by the Local Police, thus eliminating the need for contracts with private companies.
