The general mayor of the Capital stated that, since taking office, he has constantly faced financial problems, describing the situation as being full of "budget bombs" from the past. He explained that, weekly, he discovers new financial issues, including debts of STB and legal obligations to pay various institutions.

For example, STB wants to sue the City Hall for 34.5 million lei, and a court has ruled that the municipality must pay 3.5 million lei for unpaid rents from 2018. Additionally, the City Hall is required to purchase a land for which it is paying penalties, and Termoenergetica has debts of 1.5 billion lei to Elcen.

Ciprian Ciucu emphasizes that it will be necessary to implement additional reforms to keep the City Hall afloat financially, acknowledging that the real situation was not presented correctly during the electoral campaign.
