The General Mayor of the Capital, Ciprian Ciucu, announced that he would send the Control Corps to Termoenergetica after allegedly receiving information from the company’s employees that both very hot and cold water are being introduced into the same pipe.

Bucharest Mayor Ciprian Ciucu has accused Termoenergetica’s management of “poor operation” of the district heating network following the emergence of new breakdowns in Bucharest. The mayor says that large temperature differences and the simultaneous introduction of hot and cold water into the pipes can cause cracks and a “water hammer” effect.

Ciucu announced that he would send the Control Body to check how the network is being managed, describing it as old and rusted. Bucharest City Hall says that, as a result of these problems, Bucharest residents are the ones who bear the interruptions and pay bills for services provided below the contractual parameters.

Termoenergetica must deliver hot water at temperatures between 55 and 60 degrees Celsius and provide the heating agent needed to heat homes. Consumers can request bill reductions if the hot water temperature is below 50 degrees or if heating is not supplied properly.

A recalculation mechanism is already being applied, according to the company, and some homeowners’ associations have received refunds. In one case in Sector 3, a building’s bill was reduced by nearly 6,000 lei. At the same time, the General Council of Bucharest Municipality backed the “If You Don’t Receive It, You Don’t Pay” project, under which payment would be linked to the temperature actually delivered.
