Bucharest Mayor Ciprian Ciucu has warned that residents could face interruptions to hot water and heating this winter because of the outdated heating network and possible difficulties for ELCEN in supplying heating agent at the required temperature. The statements were made on Digi24.
The mayor said that modernization works are continuing and that approximately 100 kilometers of the primary network are expected to be rehabilitated this year. At present, around one-third of the infrastructure has been modernized, while some pipes have not been repaired for more than 30 years. According to Ciucu, the problems are more acute in Sectors 3 and 4, where permits for interventions were issued late.
The mayor said he is not currently considering raising the price of a gigacalorie, but warned that two-thirds of the municipality’s budget is consumed by subsidies for heating and transport. Termoenergetica owes ELCEN approximately 1.5 billion lei, and Ciucu argues that the solution is to take over the company and unify production with distribution. Residents could also face problems because of works at CET Vest, which was affected by two explosions this summer.
