Flooding severely damaged infrastructure, including hospitals and schools, and the authorities issued a 'black' storm code. The Pearl River Delta region was also affected, with five deaths in Guangdong and risks of massive flooding. These extreme events are attributed to climate change and monsoon disruptions. Although airports canceled flights, the Hong Kong Stock Exchange remained open.
