According to the amendments made to Law 446/2006 by Law 5/2026, Romanian citizens temporarily abroad, who have their domicile in Romania and are liable for conscription or are reservists, are obliged to report to military centers in certain exceptional situations. This includes a state of siege, mobilization, or war, where they must present themselves within a maximum of 15 days from notification. The notification will be an official notice sent to the domicile address in Romania.


Additionally, voluntary reservists abroad must report to defense structures within the timeframe specified in the contract in case of emergency. The law also provides that interested individuals can undergo a basic military training of four months, with a compensation of over 25,000 lei at the end.
