The Romanian Intelligence Service has issued clarifications after false information about the institution’s leadership, budget and management of funds was shared on social media. SRI says the move aims to eliminate confusion that has arisen in the public sphere.
The director of SRI is the principal authorising officer, but this responsibility may be delegated to deputies through an internal administrative act. The 19 entities mentioned in the information shared online are military units subordinate to the Service, with legal personality.
The commanders of these units are tertiary authorising officers and manage the funds allocated to their own structures. SRI specifies that all 19 units have unique tax registration numbers and that the money comes from the state budget.
According to the institution, the funds are managed through the State Treasury, while the financial statements are reported to the Ministry of Finance. SRI’s budget is published on the Service’s official website, including the budget for 2026.
SRI also states that the use of public funds is checked through both internal and external control mechanisms. The institution cites Law No. 500/2002 on public finances and Law No. 14/1992 on the organisation and functioning of SRI as its legal basis.
