A recently proposed bill in Romania anticipates significant changes in property legislation, allowing Romanian citizens residing abroad, as well as former citizens who have regained their citizenship, to request the restoration of property rights for agricultural and forest land. They can request up to 50 hectares of agricultural land and up to 30 hectares of forest land. The law also regulates the situations of land associated with residential houses built before 1990, eliminating the confusion generated by the acceptance of requests by the municipality.
Additionally, the project introduces measures to prevent land degradation. If agricultural land is not maintained for two years, the municipality can intervene, send notices, and, in case of non-maintenance, can temporarily lease the land. Owners do not lose their rights over the land and can recover ownership through a written request, benefiting from the income from the lease after deducting administrative costs. These measures aim to encourage the efficient use of agricultural land.
