Adrian Câciu, vice president of the Budget, Finance and Banks Committee of the Chamber of Deputies, stated that Romania must continue investments from the National Recovery and Resilience Plan (PNRR), even if these will involve additional costs. At the conference "Life after PNRR", he emphasized the importance of completing infrastructure projects, such as hospitals, highways, and schools. Câciu mentioned that delays in implementing the PNRR were caused by a lack of institutional expertise and administrative blockages. He explained that European funds are obtained based on the assumed reforms, and some of these have significant financial stakes. He also highlighted the difficulties encountered due to the lack of decentralization of fund management to local authorities. Câciu added that, at the signing of the PNRR, there were no dedicated structures for implementing the program, which led to delays in achieving the milestones.
