Romania has entered the final stage of the PNRR with an updated budget of 20.1 billion euros and approximately 7.57 billion euros that can still be collected. By the deadline of August 31, the authorities must close thousands of investments, pass the outstanding reforms through Parliament, and finalize the necessary administrative procedures for the reimbursement of European funds.
In the last days of the program, the reception of works becomes one of the main administrative issues.
It is not enough for the works to be physically executed. For the investment to be considered completed within the PNRR, the entire administrative circuit must be followed: drafting the reception report, registering in the land book, and uploading the final documentation to the electronic platform.
Only the investments received by August 31 benefit from PNRR funding, while delayed projects risk reducing the European amounts.
Romania has undergone a major restructuring of the program. Renegotiations with the European Commission in July 2026 led to a new reduction of the loan component by 1.3 billion euros. The total budget of the PNRR has thus reached 20.1 billion euros, which is 9 billion euros below the level initially planned in the program's original form from 2021.
