Romania is still due €6.43 billion from the National Recovery and Resilience Plan, and the Finance Ministry warns that validation of the funds is essential to meeting the budget deficit target in 2026. Otherwise, payments already made for projects and reforms will have to be covered from the national budget.
To date, Romania has received €13.27 billion through the NRRP: €8.95 billion in grants and €4.32 billion in loans. Of the remaining amount, €2.08 billion comes from payment request number 5, which is being evaluated by the European Commission, while €4.35 billion comes from the final request, number 6, submitted on September 30, 2026. A decision on it is expected by November 20.
The Finance Ministry states that any unvalidated amount from the grants will directly affect the deficit, as the expenses incurred will no longer be reimbursed through the NRRP. As of September 30, payments for grant-funded projects had reached 27.19 billion lei, while the corresponding budget revenues amounted to 22.27 billion lei.
By October 14, central institutions had made payments of 44.63 billion lei through the NRRP. The data will be used for the 2026 budget revision and to prepare the 2027 budget, including determining which investments can continue within the limits of the available fiscal space.
