In its annual report, the BIS warns that Russia is using non-EU migrants to carry out criminal activities designed to provoke fear and undermine the cohesion of Western societies. They are hired through intermediaries, often unaware of the real purposes. The BIS also points out that Moscow's influence also extends through the Kremlin-loyal Russian Orthodox Church in the Czech Republic. The Czech Republic has previously had incidents linked to Russian activities, including expelling diplomats and convicting individuals for Russian-organized attacks.
