Dan Reșitnec publishes report on public-utility NGOs: 47 organizations risk losing their status

Secretary-General of the Government Dan Reșitnec published on Thursday a report on the records and compliance of public-utility organizations in Romania. The analysis, based on data submitted by 20 public authorities, covers 229 organizations listed on the official register and highlights significant problems with reporting, monitoring, and the updating of records.

Of the 223 organizations for which compliance data was provided, only 57 meet all the criteria analyzed. Another 118 fail to meet between one and three criteria, 18 fail to meet between four and six, while 30 fail to meet at least seven criteria.

The report shows that 47 organizations are clearly failing to comply with the reporting obligations set out in Government Ordinance No. 26/2000. In 43 cases, neither the annual activity report nor the annual financial statement was submitted. At the same time, no monitoring procedures exist for 86 organizations, while no checks have been carried out in the case of another 44.

Legal documents are missing from the Ministry of Justice website for 71 organizations, while 15 have had their status withdrawn, are in the process of having it withdrawn, or have been proposed for withdrawal. Next week, the 47 NGOs with major issues will receive notifications. If the situations are not remedied, the Government may initiate procedures to withdraw their status. The report also notes that current legislation does not require authorities to monitor these organizations periodically。ـ
