Orban proposed that Europe should not wait for the results of Russian-American negotiations, but should negotiate independently with Moscow. He mentioned that Ukraine would be a key point in these negotiations, but not the only one, suggesting the creation of a new European security system and establishing clear dimensions for the armed forces of each country. He also emphasized the need for a monitoring system for agreements related to armaments.
