DW: A Cuban dance instructor, recruited by the Russian intelligence services, coordinated sabotage missions in Europe, including in Romania

A Cuban dance instructor living in Russia, identified as Oemis Romagoza Durruthy and known as “Adrian” or “Dios,” was allegedly recruited by Russian intelligence services to coordinate sabotage operations in Europe, including Romania, according to a Deutsche Welle investigation.

In July 2024, Colombian national Luis Alfonso Murillo Diosa arrived in Bucharest after being contacted by the Cuban through an online group for Latin Americans interested in fighting in Ukraine. Instead of enlisting, Murillo allegedly received a “special mission”: to photograph and film a recycling facility and an oil well, then start a fire.

The man was detained while traveling toward the targets, after taking the photographs. The Romanian Intelligence Service (SRI) stated at the time that it had identified the sabotage intent and the targets indicated by images sent via phone. In 2025, Murillo was sentenced to six years in prison for attempted sabotage.

According to DW, the network coordinated by Durruthy had at least 12 members. Recruitment was carried out through advertisements posted on Telegram, and candidates were promised up to $1,500 and bonuses for each operation. Similar actions were allegedly organized in Poland, the Czech Republic, and Lithuania.
