A 35-year-old Cuban national residing in the Russian Federation and accused of having ties to Russian intelligence services has been issued a preventive arrest warrant in absentia. The decision was made by the Bucharest Court of Appeal at DIICOT’s request in the case concerning the sabotage attempt thwarted in Romania in 2024.

According to prosecutors, between June and July 2024, the suspect allegedly offered money to a Colombian national to come to Romania and document strategic sites in Ilfov County. He allegedly took photographs and filmed the sites and conducted on-the-ground reconnaissance in preparation for a plan to set fire to or destroy by explosion facilities of particular importance to national security.

The plan was not carried out following the authorities’ intervention. The 34-year-old Colombian was definitively sentenced to six years in prison on September 22, 2025. DIICOT says the Cuban suspect coordinated the operation and is investigating him for incitement to acts of sabotage.

Prosecutors say he is also being investigated for similar acts in the United States, Latvia, Poland and the Czech Republic. U.S. authorities allegedly confirmed his affiliation with the intelligence services of the Russian Federation. DIICOT announced the warrant on November 5, 2026.

Context: before the warrant was issued for the Cuban national, Romanian authorities foiled another case of “sabotage” coordinated from the Russian sphere

Before the case in which DIICOT requested an arrest warrant in absentia for a Cuban national residing in Russia, Romanian authorities announced that they had prevented an act of sabotage on Romanian territory. The Romanian Intelligence Service (SRI) stated that a Russian citizen, monitored since February 2026, had been involved in an investigation into attempted acts of subversion, and DIICOT detained him and subsequently requested his pretrial detention for 30 days, after the man allegedly photographed and documented sites considered sensitive targets.

Separately, a Deutsche Welle investigation also described a network allegedly coordinated by a Cuban dance instructor based in Russia, who is said to have been recruited by Russian intelligence services to coordinate sabotage operations in Europe, including Romania, with recruitment through advertisements on Telegram and promises of payment for each mission.
