Three foreign nationals—two from Belarus and one from Ukraine—who reside in European Union member states are being investigated by DIICOT for attempted acts of sabotage. Investigators allege that they are part of a sabotage network that may have targeted sites in Romania and other European countries.

The investigation began in September 2026, after a fire broke out on an industrial platform in the municipality of Brașov, near CARFIL SA, a subsidiary of CN ROMARM and part of the defense industry. The fire affected the headquarters of several companies.

Following an investigation conducted by DIICOT and organized crime police officers, with the support of the Romanian Intelligence Service (SRI), the three suspects were identified. Two were placed in pretrial detention in Germany while, according to prosecutors, they were preparing similar acts. The third was located in Poland, and a European arrest warrant was issued in his name on October 26, 2026.

Romanian authorities are taking steps to bring the suspects to Romania. The investigation is ongoing amid concerns about the security of essential infrastructure and the risks associated with hybrid warfare.
