The admission contest that high schools can organize starting in 2027 is provided for in the Law on Pre-University Education 198/2023, as an option, for a maximum of 50% of the allocated places. The measure applies to the generation that was in the fifth grade in the 2023-2024 school year. The idea, initially introduced in the "Romania Educated" program, has gone through several variations, from 90% to 60%, up to the current form of 50%.
During the consultations and after the adoption of the law, the exam has drawn criticism from parents, NGOs, experts, and the former president of the CNCD, who cited unequal access to education, encouragement of tutoring, and the impact on the chances of children from disadvantaged backgrounds. In contrast, the Ministers of Education, including Ligia Deca and Daniel David, defended the measure, arguing that it can better match the student with the chosen profile and can represent a "second chance" for those who do not achieve good results in the National Assessment.
Most recently, the education advisor to Prime Minister Ilie Bolojan, Luciana Antoci, stated that it is natural for a school to be able to verify other relevant competencies for the offered profile.
