Romania intends to exercise the right of preemption for the gas from the Neptun Deep offshore perimeter, seeking funding to acquire them.

The Romanian state is trying to exercise its right of preemption for the gas in the offshore Neptun Deep perimeter, which is also desired by Hungary, but the National Administration of State Reserves (ANRSPS) does not have the necessary funds for the purchase. The government is working on a financing mechanism that would allow ANRSPS to buy gas worth nearly 12.8 billion lei over seven years, in the context of the interest in gas shown by the Hungarian company MVM.

The ANRSPS budget for 2026 provides for credits of 656.5 million lei and 743.2 million lei for commitments. An initiated project will allow ANRSPS to introduce into the budget the necessary credits for the purchase of offshore gas. The funding will be secured from the chapter dedicated to economic actions. ANRSPS will need to purchase 49.9 TWh of gas from OMV Petrom, at an estimated price, which implies a total budget of approximately 12.8 billion lei, excluding VAT and excise duties.
