The National Company for Road Infrastructure Administration (CNAIR) is in open conflict with the Ministry of Transport and Infrastructure (MTI) due to delays in the transfer of five major projects to the National Company for Road Investments (CNIR) and the loss of an arbitration with the Italian contractor Impresa Pizzarotti, which involves compensation of 340 million lei. State Secretary Horațiu Cosma stated that the agreement signed in 2021 to limit losses was poorly managed, leading to a much larger amount to be paid.
Following the scandal, the interim Minister of Transport is considering sending the Control Body to CNAIR. The agreement with Pizzarotti, signed by the director of CNAIR, Cristian Pistol, was considered legally vulnerable, as it was concluded without a notarial form. CNAIR claims that it acted legally and reduced its financial exposure. Relations between CNAIR and MTI are tense, especially after an order from Minister Radu Miruță to transfer infrastructure projects without prior consultation, which generated requests for the revocation of the order from CNAIR.
