The National Authority for Consumer Protection (ANPC) announced that, starting in 2026, it will apply strict rules in relation to real estate developers, abandoning the grace period and moving to firm penalties. These changes are part of the 'Nordis Law', which introduces additional obligations, including limiting the advances requested from buyers. ANPC warned developers that the advisory phase has ended, and inspections will begin immediately after the law is enacted. The law stipulates that the advance is limited to a maximum of 15% and the mandatory registration of sales-purchase contracts. ANPC has already imposed significant fines and has withdrawn from sale units that did not comply with the minimum legal dimensions. Developers fear that the new rules will complicate project financing and lead to increased housing prices. Despite industry requests to revise the standards for construction, ANPC reaffirmed that they remain mandatory.
