The European Commission has approved the final version of Romania's National Recovery and Resilience Plan (PNRR), announced by the Minister of European Funds, Dragoș Pîslaru. The updated value of the PNRR is 21.41 billion euros, including 13.57 billion euros in grants and 7.84 billion euros in loans. Pîslaru emphasized the importance of revising the plan, which was done to transform a portfolio of over-contracted projects into a more realistic and feasible one, aiming to reduce pressure on the state budget and avoid penalties.
Among the changes made are the elimination of high-risk investments and the shifting of some projects to grants, such as the A7 highway. Additionally, the monitoring milestones have been simplified, reducing them from 518 to 390. Pîslaru mentioned that Romania has already received 10.72 billion euros from the PNRR, which will significantly contribute to the country's economic development. The next step is formal approval in the ECOFIN Council in November, and the minister will discuss submitting the fourth payment request in Brussels.
