The interim Prime Minister Ilie Bolojan announced on Wednesday that he will request the convening of an extraordinary session of Parliament in the second half of January for the adoption of the necessary laws for the collection of funds related to the National Recovery and Resilience Plan (PNRR).
Ilie Bolojan mentioned that six core projects and three secondary ones have been identified, which are to be finalized by next week, thus facilitating discussions with representatives of the European Commission.
He also mentioned that the projects will be submitted to both chambers of Parliament for debate in the second half of July.
Targeted Projects
The law on the remuneration of personnel paid from public funds, which aims to maintain the current share of personnel expenses in the budget, identify solutions for reducing expenses, and introduce new salary scales.
The project regarding the regime of incompatibilities, which aims to amend the legislation in the field and has been sent to political parties and leaders of parliamentary groups for consultation.
The project regarding the bonus-malus system for ANAF and Anti-Fraud, which provides a mechanism for rewarding employees based on the results obtained in increasing revenue collection and combating tax evasion.
Amendment of the Administrative Code, which aims to reform the careers of public servants and the competition procedures, so that promotion is based on criteria of professionalism and performance.
The Urbanism Code, currently under debate in the Chamber of Deputies, where both general provisions and some specific aspects are to be analyzed.
The law on decarbonization of the heating and cooling sector, which has already been debated in the Senate but was not adopted due to a lack of three votes and is to be reintroduced into the parliamentary procedure.
