Polish Prime Minister Donald Tusk has voiced opposition to a meeting between Ukrainian President Volodimir Zelenski and Russian leader Vladimir Putin in Hungary, citing the failure of the 1994 Budapest Memorandum. This treaty offered Ukraine guarantees of territorial integrity in exchange for renouncing nuclear weapons.
