Mark Rutte, the Secretary General of NATO, stated at a press conference in Kiev that he is skeptical that Ukraine's allies will manage to raise the necessary sum of 15.5 billion dollars for the PURL program, aimed at purchasing weapons from the United States. Rutte emphasized the importance of this funding, while also acknowledging that there is a burden-sharing problem among member states, with some countries contributing significantly, while others do not participate at all. He highlighted the significant contributions of Canada, Norway, Germany, Sweden, and the Baltic states.
The PURL program is essential for Ukraine, considering that 90% of the missiles for air defense have been delivered through this channel. Rutte urged the European Union to abandon the rule of only purchasing European products in the context of weapons for Ukraine, given the difficulties in missile supply.
