In 2025, Germany reported a significant decrease in export licenses for arms, especially to Ukraine, reaching 8.4 billion euros.

Germany has recorded a significant decrease in export licenses for arms and military equipment in 2025, according to government figures. Between January 1 and December 8, authorized sales totaled 8.4 billion euros, much lower compared to previous years, when records of 13.33 billion euros were reached in 2024 and 12.15 billion euros in 2023. Exports to Ukraine have drastically decreased, reaching only 1.14 billion euros, compared to 8.15 billion euros in 2024.


The Ministry of Economy explained that support for Ukraine continues, but focuses on long-term projects, which are not immediately reflected in export authorizations. In this context, Norway has become the main beneficiary of German military aid, surpassing Turkey.
