Under a decree signed by Vladimir Putin, foreign ships will now require the approval of the Russian Federal Security Service (FSB) to enter Russian ports. The change, which took effect immediately after publication, replaces previous rules set by the transport ministry. The FSB will closely monitor the ghost fleet ships used by Russia to circumvent international sanctions. The decision comes amid mounting international pressure on Russia over the war in Ukraine.
