Brussels, November 12, 2025 – The European Commission announced on Wednesday, November 12, that it has positively assessed Finland's third payment request under the Recovery and Resilience Facility (RRF), the central piece of NextGenerationEU.
The payment, amounting to €244.9 million in the form of grants, will be made as Finland has satisfactorily completed 16 milestones and 6 targets set out in the Council's implementation decision.
The reforms and investments related to this payment request focus on key areas such as nature conservation, innovation, and education. Among the flagship measures are the amendment of the Nature Conservation Act (to better protect biodiversity), a new forecasting model to anticipate labor market needs and skills, additional steps in social and healthcare reform, investments in new energy technologies, and research projects for the green transition.
Finland submitted this third payment request on September 30, 2025. Following the positive assessment by the Commission, the file now goes to the Economic and Financial Committee (EFC) of the Council, which has four weeks to issue its opinion. The final payment can be made after the positive opinion of the EFC and the adoption of the payment decision by the Commission.
Finland's recovery and resilience plan has a total value of €1.95 billion in grants. With this payment, the total funds paid to Finland (including pre-financing) will reach €1.12 billion, which corresponds to 57.5% of the total plan. So far, Finland has fulfilled 55% of the total milestones and targets in the RRP.
