Brussels has announced its intention to freeze some €4.5 billion in funds to Ukraine until 16 rule of law reforms are implemented. Kiev has delayed implementation of three reforms, leading to the blocking of €1.5bn. Amid controversy over the weakening of Ukraine's anti-corruption structures, President Zelenski has proposed a new draft law to restore their independence, a move welcomed by Brussels.
