The National Civil Aviation Authority of Portugal (ANAC) has issued guidelines to clarify the rights of Ryanair passengers, emphasizing that the carrier cannot refuse paper boarding passes and cannot impose fees for them. Ryanair has announced that it will switch to digital boarding passes, but the company's CEO, Michael O'Leary, assured that passengers presenting printed tickets will not be stopped. ANAC will monitor compliance with these rules to protect passenger rights, including for those with disabilities or without access to technology. Ryanair confirmed that, in case of issues with smartphones, passengers will be able to obtain a free paper ticket at the airport. The company also announced changes to its baggage policy, allowing one larger free carry-on bag, but will impose fees for oversized luggage.
