The minister in charge Daniel David, supported by PNL, leads the ranking of ministers. He is followed by Oana Țoiu (USR), the Minister of Foreign Affairs, and Bogdan Ivan (PSD), the Minister of Energy, according to data identified and analyzed by NewsVibe, a media and social media monitoring platform. The analysis tracks the online visibility of ministers, excluding Prime Minister Ilie Bolojan, whose presence in the online space significantly surpasses the rest of the government. The evaluation is based on the volume of mentions, their visibility, the main themes that attracted public attention, and the overall tone of discussions in the digital space.
The protests of teachers, which marked the beginning of the school year, propelled Minister Daniel David to the top of the government members present in online conversation during the period of September 3-9. He dominates the ranking, being at a considerable distance from the other ministers and having a volume of mentions almost double that of the next ranked. His increased visibility is directly linked to the dissatisfaction in education and the way the ministry has managed the teachers' demands.
In second place in the ranking is Oana Țoiu (USR), whose reaction to the group photo featuring former Prime Ministers Adrian Năstase and Viorica Dăncilă alongside Vladimir Putin, Xi Jinping, and Kim Jong Un received good visibility. Additionally, the head of Romanian diplomacy attracted attention through her appearance at the friendly match Romania-Canada, where she was spotted with a glass in hand, an episode that generated discussions in the online environment and brought clarifications from the Romanian Gendarmerie.
The top ranking is completed by Bogdan Ivan (PSD), the Minister of Energy, who has been active both through statements regarding the importance of nuclear energy for Romania's energy security and through the announcement related to the termination of the contract at Iernut and the execution of the performance guarantee. Minister Ivan also stood out by presenting new measures to reform the energy market, aimed at reducing electricity prices.
Deputy Prime Minister Marian Neacșu (PSD) remains at the bottom of the ranking, with a low number of mentions, tied with the Minister of Culture, Demeter András (UDMR).
In comparison, Prime Minister Ilie Bolojan (who is not included in the analysis) recorded over 5,300 mentions, being, from this perspective, the main vector of online conversation about the government and its members.

TRENDS IN MINISTERS' VISIBILITY. The minister with the most mentions (Daniel David) is on an upward trend compared to the previous week, but the tone of the conversations is negative. The situation is directly fueled by the protests in education, which have dominated the public agenda. Oana Țoiu also records a consistent increase in visibility (over 100%) and a rather negative tone of mentions. In contrast, Bogdan Ivan records a decrease in the number of mentions, amid a balance between the types of positive and negative contexts in which they appear.
PUBLIC TONE BAROMETER. The sentiment analysis highlights the name of Minister Daniel David, who, as before, is strongly associated with a deeply negative context, against the backdrop of the tense situation in education, the teachers' protests, and the resignation requested by the unions. Oana Țoiu also experienced exposure in a negative context, especially as a result of the military ceremony in China, which was attended by two former Romanian prime ministers. In fact, there was also an unfavorable tone of conversation regarding names such as Adrian Năstase and Viorica Dăncilă or international actors such as Putin or Russia.
Among the names of ministers mentioned in a positive context, Diana Buzoianu stands out, who continued to communicate publicly about the reorganization of Romsilva, as well as about the legal-administrative framework of Băneasa Forest, or Radu Miruță, vocal after the rejection of the censure motions against the government.
The sentiment analysis conducted by the NewsVibe platform uses artificial intelligence to detect the tone of the content in the online environment regarding each mentioned entity. In this case, the analysis covers all mentions related to the ministers of the Romanian Government.

THE SEMANTIC NETWORK OF GOVERNMENT DEBATES. To better understand how government members appear and are associated in online conversations, we resorted to semantic network analysis. The tool, developed by NewsVibe, highlights the connections between topics of interest and public actors, based on simultaneous appearances in the most influential online sources in Romania.
The analysis highlights a central cluster, dominated by a discourse about Romania, in association with the fields of energy and defense. Ministers such as Bogdan Ivan and Ionuț Moșteanu are integrated into this area, their visibility being linked to themes regarding energy security and debates on national defense policies.
The most visible thematic cluster in the network focuses on education and prominently features the minister in charge Daniel David. He appears connected with Ilie Bolojan and with the Government, reflecting the concentration of discussions on the teachers' protests.
Another relevant community is focused on the field of foreign relations. In this case, Oana Țoiu appears connected with geopolitical actors such as Russia, China, or Putin, but also with names like Adrian Năstase or Viorica Dăncilă.
A medium visibility cluster features ministers Florin Manole and Alexandru Nazare, associated in discussions related to governance and the ministries they represent.
In separate and rather peripheral communities are Dragoș Pîslaru and Alexandru Rogobete.
