As in the previous analyzed interval, two ministers from USR and one from PSD were at the top of the visibility ranking of Government members last week, according to data aggregated by NewsVibe, an AI platform for real-time media monitoring. The analysis focuses on the online visibility of ministers, excluding Prime Minister Ilie Bolojan, whose consistently high presence affects the balance of comparison with other cabinet members. The evaluation takes into account both the number and impact of mentions in the digital space, as well as the main themes that captured public interest and the dominant tone of online debates.

At the top of the ranking of government members recently present in online conversation is Minister Ionuț Moșteanu (USR). The mobilization exercise of reservists and the controversies surrounding it propelled the Minister of Defense to the top of the mentions. Criticism regarding the organization of this exercise amplified the visibility of the subject and brought Minister Moșteanu to the forefront. He also stood out for his positioning regarding the DNA investigation at the Military Hospital.

In second place is Diana Buzoianu (USR). The visibility of the Minister of Environment was fueled by public interventions such as: the announcement regarding the first control of the Environmental Guard conducted with drones in Sintești, the relocation of funding sources for some environmental projects from PNNR to AFM, or the support of Prime Minister Bolojan after the CCR decision regarding magistrates' pensions.

Close behind her is Alexandru Rogobete (PSD). The Minister of Health distinguished himself through his reaction to the explosion in Rahova, providing information about the victims' condition and establishing a crisis cell at the ministry level. His visibility was also amplified by communication regarding the extension of free access to preventive medical services for all Romanians, as well as the announcement regarding the new Health Insurance Information Platform (PIAS), which is expected to become operational in the summer of 2026.

Deputy Prime Minister Marian Neacșu (PSD) is at the bottom of the ranking of government members present in online conversation during the period of October 15-21.

In comparison, Prime Minister Ilie Bolojan (who is not included in the analysis) recorded over 3,700 mentions, more than all other government members combined.

TRENDS IN MINISTERS' VISIBILITY. Among the top three ministers present at the top of the ranking, only Ionuț Moșteanu is on an upward trend (over 100% compared to the previous week), reflecting the public's response to the MOBEX mobilization exercise for reservists from Bucharest and Ilfov, ensuring a negative context for mentions. In contrast, Diana Buzoianu records a slight decrease in mentions, with references to her name marked by a rather negative tone (related to contexts such as illegal waste burning or the disaster at Salina Praid and the Minister of Environment's announcement about the Prime Minister's Control Body report). Alexandru Rogobete is also on a downward trend, but with a rather positive background in conversations.

PUBLIC TONE BAROMETER. The sentiment analysis highlights the name Ionuț Moșteanu, which appears in a distinctly negative context. The Minister Florin Barbu (PSD) maintains the same (negative) visibility frame, having been the target of a simple motion submitted by AUR. In the online conversation about ministers, from a thematic perspective, there was also a negative tone related to Russia, AUR, or PSD.

In the category of ministers mentioned in a positive context, Alexandru Rogobete stands out, as well as Alexandru Nazare (PNL), against the backdrop of a working visit to the USA, but also due to the reaction he had after the CCR decision regarding magistrates' pensions.

Among the themes reflected favorably were PNRR, SAFE, or NATO.

The NewsVibe platform uses advanced artificial intelligence technologies to analyze the tone and direction of online discussions regarding various themes and public personalities. The present analysis focused on the totality of mentions in the digital space regarding the members of the Romanian Government.

THE SEMANTIC NETWORK OF GOVERNMENT DEBATES. The semantic network analysis reveals how ministers are reflected and connected to each other in online conversations. Based on mentions collected from the main digital sources in Romania, the NewsVibe platform maps the connections between the dominant themes of public debates and the political actors involved.

A central segment of the discussions groups together ministers Oana Țoiu (USR) and Bogdan Ivan (PSD), as well as international actors such as NATO, Ukraine, or Brussels (EU) and reflects themes of foreign policy, energy, and international relations.

Another important cluster targets governance and internal political debates. Diana Buzoianu is a central figure in this cluster, where Cătălin Predoiu (PNL) and Ilie Bolojan also appear. There are also connections with PNRR and political parties such as USR and PSD.

A distinct debate is highlighted by a group oriented towards emergency situations, associated with health and education. Ministers Alexandru Rogobete and Daniel David stand out in this cluster, being related to Bucharest (and closely connected to the incident in the Rahova neighborhood).

A more technical segment centers on Minister Cseke Attila (UDMR) and reflects discussions on infrastructure and local development.

Ionuț Moșteanu is the exponent of a concentrated area of mentions, generated by a single figure with high visibility in the context of a specific theme (mobilization of reservists). This is also the case for other smaller, marginal clusters that have as central nodes ministers Alexandru Nazare, Florin Barbu, or Florin Manole.
