Two ministers from PSD and one from USR occupy the top positions in the online visibility ranking of government members, according to data processed and analyzed by NewsVibe, a media monitoring platform. Just before the public controversy regarding Oana Gheorghiu's proposal for the role of deputy prime minister was triggered, the analysis tracks the recent level of online visibility of government members, excluding Prime Minister Ilie Bolojan, whose consistently high presence would distort the comparison with the rest of the cabinet members. The evaluation is based on the volume and relevance of mentions in the digital environment, as well as the identification of the main topics that attracted public attention, alongside the predominant tone of discussions in the online space.

The top of the government members present in online conversation, during the period of October 22-28, is dominated by Minister Alexandru Rogobete (PSD). The visibility of the Minister of Health was generated, on one hand, by the announcement regarding the referral to DNA following an inspection carried out at the private hospital in Constanța, where a young pregnant woman died after giving birth in the medical unit. On the other hand, the minister reacted to the scandal regarding the organization of the exam for obtaining the title of specialist doctor in Emergency Medicine, ordering the resumption of the test. Additionally, Alexandru Rogobete spoke, during a visit to Antibiotice Iași, about the new research and development center for the production of critical medicines and about strengthening Romania's capacity to produce medicines.

The second place in the ranking is occupied by Bogdan Ivan (PSD). The Minister of Energy was propelled, in terms of visibility in the online space, by the announcement regarding the modification of the PNRR and the maintenance of some coal-fired power plants. Bogdan Ivan presented the result of negotiations with the European Commission as representing "perhaps the greatest victory that Romania could have in terms of energy system." The Minister of Energy also stood out with the message regarding the existence of a strategy to reduce electricity prices.

In third place is the Minister of Defense, Ionuț Moșteanu (USR), whose online presence increased in the context of debates regarding regional security and disinformation campaigns. His statements that "Romania will not enter into war" received good visibility. At the same time, Minister Moșteanu announced that Russian drones that will penetrate national territory will be shot down. In operational terms, the minister announced the certification of a new squadron of F-16s for air policing missions under NATO command.

Deputy Prime Minister Marian Neacșu (PSD) remains in the last position in the ranking, having a low presence in discussions and mentions in the digital space during the period of October 22-28.

In comparison, Prime Minister Ilie Bolojan (who is not included in the analysis) recorded over 5,000 mentions, exceeding the cumulative visibility of all other government members.

TRENDS IN MINISTERS' VISIBILITY. All three ministers present at the top of the ranking are on an upward trend compared to the previous week. It is noteworthy, however, that Bogdan Ivan, whose mentions increased (by over 100%) occurs in a positive context, ensured by the announcement regarding the active maintenance of some coal-fired power plants and the concern regarding energy prices.

A consistent increase in mentions is also recorded by Radu Miruță (USR). The Minister of Economy stood out following the announcement regarding the dismissal of the management of Salrom and by initiating a control at ANPC, after discovering irregularities in the management of the minutes of fines.

PUBLIC TONE BAROMETER. The sentiment analysis reveals the positive context of visibility for Minister Bogdan Ivan, generated by active communication on energy security issues and prospects for reducing energy costs. The name Diana Buzoianu (USR) was also mentioned in a positive context, against the backdrop of the measures announced for reforming the National Administration "Apele Române". At the thematic level, a positive tone in discussions about the ministers' activities also existed in connection with NATO or PNRR.

In the case of ministers mentioned in a negative context, the name of Florin Barbu (PSD) stands out, targeted by a simple motion submitted by the parliamentary opposition, or Ionuț Moșteanu, with reactions regarding disinformation about a supposed involvement of Romania in war.

In online conversations about ministers, the negative tone was also found in connection with themes associated with Russia, Salrom, or ANPC.

An important segment in discussions about ministers connects the core Romania with ministers Ionuț Moșteanu and Oana Țoiu (USR). The areas they manage – defense and foreign policy – are directly associated with Romania's image and positioning internationally, which explains their close connection with the dominant core in the network.

Another segment, with a high density of connections, centers around Minister Alexandru Rogobete, correlated with terms such as Ministry of Health or Constanța. The network reflects the debates related to the tragic case at the private hospital on the coast and the reaction of the Minister of Health on this subject and health-related issues.

Around Minister Bogdan Ivan, a zone of debates strongly associated with terms such as European Commission, PNRR, Ministry of Energy, Bucharest is outlined. It is a cluster oriented towards energy and energy security.

A thematic-institutional cluster, oriented towards environmental policies and economy, is marked by the presence of ministers Radu Miruță and Diana Buzoianu, found in connection with USR. Entities such as Salrom and ANPC are also present, reflecting directions of action from the ministers' activities.

The interference between the act of governance and political competition is highlighted by the cluster that associates political actors such as PSD, Ilie Bolojan, Sorin Grindeanu, or Florin Manole. Thus, the association between Cseke Attila, Government, and Rahova reflects reactions to the explosion of the building in the Bucharest neighborhood, while the presence of names Daniel David and Alexandru Nazare (PNL) points to areas such as education and public finances, marking lower thematic contributions in public conversation.
