Deputy Prime Minister Oana Gheorghiu remains at the center of public debate, a fact reflected by the dominant position she holds this week in the visibility ranking of government members, according to data identified and analyzed by NewsVibe, an AI media & social media monitoring platform. The analysis tracks the online visibility level of government members, excluding Prime Minister Ilie Bolojan, whose consistently high presence could distort the comparison with the rest of the cabinet. Visibility is determined by the volume and relevance of mentions in the online space, along with the identification of key public interest topics, semantic network analysis, and sentiment analysis.

The ranking of government members present in online conversation, during the period of November 5 – 11, is dominated without appeal by Oana Gheorghiu, with a significant lead over other government members – accumulating a mention volume nearly 2.5 times greater than the next ranked. Oana Gheorghiu's exceptional visibility is attributed to the controversies she is involved in. This includes statements regarding judges' pensions, which drew a harsh reaction from the CSM, and the public dispute regarding possible incompatibility with the activity of the "Dăruiește Viață" Association.

In second place, as in the previous week, is Minister Ionuț Moșteanu (USR). His name was mentioned in the context of the DNA investigation, in which former senator Marius Isăilă is accused of influence peddling, after allegedly promising to intervene alongside the Minister of Defense to facilitate contracts. Ionuț Moșteanu's visibility was also amplified by his participation in the NATO-Industry Forum in Bucharest and the meeting he had in this context with Radmila Shekerinska, NATO's Deputy Secretary General.

Minister Alexandru Rogobete (PSD) occupies the third position in the ranking, his visibility being fueled by a series of statements and initiatives with public impact. He announced the development of a new electronic feedback platform dedicated to employees in the medical system and patients, reported to the Prosecutor's Office regarding the organization of a conference promoting false theories about the pandemic, and emphasized the importance of "nutritional therapy" in hospitals, specifically the quality of food provided to patients. Additionally, the Minister of Health presented data on the reduction of medical leave and the savings generated for the budget.

Deputy Prime Minister Marian Neacșu (PSD) is again at the bottom of the ranking, consistently recording a low number of mentions.

In comparison, Prime Minister Ilie Bolojan (who is not included in the analysis) recorded over 3,200 mentions, being one of the rare moments when he is surpassed by the total visibility of other government members.

TRENDS IN MINISTERS' VISIBILITY. Although she maintained the top position in the mention ranking, Oana Gheorghiu is on a slight downward trend compared to the previous week, amid a negative tone in conversations. In contrast, Minister Alexandru Rogobete is experiencing a slight increase. Notably, ministers Radu Marinescu (PSD) and Diana Buzoianu (USR) have shown significant increases in visibility (over 100%) and a balanced tone in the public discourse directed at them. While the Minister of Justice attracted attention through his public positions regarding the functioning of justice and the limits of institutional intervention in the case of the CSM's complaint against Deputy Prime Minister Oana Gheorghiu, the Minister of Environment has been in the spotlight with statements regarding new measures for protecting the population against bear attacks and the announcement of a generalized control along the coast, in response to irregularities discovered in Năvodari.

PUBLIC TONE BAROMETER. Sentiment analysis also shows that the name Oana Gheorghiu is in the spotlight, but, unlike the previous week, mentions occur in a deeply negative context. Minister Ionuț Moșteanu is also mentioned more often in negative contexts, influenced by the association of his name with the DNA case in which a former senator is accused of influence peddling.

A negative tone associated with conversations about ministers has also been present regarding CSM, Caritas, Marius Isăilă or Russia.

In the category of ministers mentioned in a positive context, Diana Buzoianu stands out, especially visible on the topic of beach management and the issue of bears entering urban areas, posing a danger to human life, and Alexandru Rogobete, whose visibility has come amid messages focused on transparency and modernization in the medical system.

Thematically, terms such as NATO, PNRR, or Charlie Ottley have been noted for their favorable tone.

By utilizing advanced analysis technologies based on artificial intelligence, the NewsVibe platform identifies the tone, significance, and context of online conversations about public actors and current issues. In this analysis, all mentions referring to members of the Romanian Government have been monitored.

SEMANTIC NETWORK OF GOVERNMENTAL DEBATES. The semantic network analysis highlights how ministers are represented and interconnected in discussions in the online environment. Using aggregated data from the main digital sources in Romania, the NewsVibe platform generates a map of the connections between the dominant themes of public debate and the political actors present in the digital space.

A central area of public debate about ministers is focused on Oana Gheorghiu. Statements about judges' pensions and institutional and political reactions, as well as the controversy regarding her status within the "Dăruiește Viață" Association reflect a pronounced polarization related to the name of the Deputy Prime Minister. She is strongly associated in recent public discourse with CSM, Nicușor Dan, Government, Ilie Bolojan, and Sorin Grindeanu.

Another important cluster has Romania as its central node. This is thematically diffuse, associating ministers such as Diana Buzoianu, Daniel David, Oana Țoiu (USR), or Alexandru Nazare (PNL). The cluster represents the general context of debates about Romania, covering specific ministerial themes and communication.

Minister Ionuț Moșteanu is a central actor in a cluster strongly associated with PSD, considering the DNA case targeting Marius Isăilă, presented in the media as "former PSD senator". It is a cluster centered on the political echoes of a legal case.

Around Alexandru Rogobete, a cluster focused on health-related themes is emerging, which includes mentions about the relevant ministry, specific initiatives, and projects funded through PNRR.

A marginal cluster, less dense, has Radu Marinescu as its central node, being strongly associated with the ministry he manages and themes related to the functioning of justice.
