The Romanian e-commerce is entering a new phase of maturation, influenced by the introduction of a tax of 25 lei for non-EU packages valued under 150 euros. This measure, effective from January 1, 2026, aims to regulate electronic commerce flows and correct the fiscal asymmetries that favored non-EU platforms. Although there were concerns that the tax would drive goods away from Romania, data shows an increase in non-EU package deliveries, thus contradicting these claims. Additionally, the volume of cargo flights has increased, and authorities emphasize that there is no evidence of a collapse in traffic.
The tax targets fiscal fairness, considering that platforms from China were selling products without paying taxes, which gave them a competitive advantage. From July 1, 2026, a new fixed customs tax will be implemented at the European Union level, standardizing the tax regime for non-EU packages. This recalibration of Romanian e-commerce offers local retailers an opportunity to gain market share by optimizing their offerings and ensuring fast deliveries.
