A few days earlier, the new Minister of Development, Administration and Public Works, Alexandru Stoica, had requested the nationwide centralization of all outstanding invoices for projects financed through the PNRR, in order to provide the basis for the 2027 state budget bill. He requested a detailed record of unpaid invoices, including the beneficiary town halls and the works for which payment obligations existed, warning that some companies were close to bankruptcy.
At the same time, the Ministry of Finance announced increases of more than 2 billion lei for the budgets of the Ministry of Transport and the Ministry of the Environment, intended to pay PNRR-related invoices, prevent bottlenecks, and ensure payment predictability. Separately, the Ministry of Energy reported accelerated processing of PNRR payments, including amounts paid and transfer requests authorized over a period of several days, with a view to closing the program earlier.
