Finance Minister Alexandru Nazare announced an increase of more than 2 billion lei in the budgets of the Ministry of Transport and the Ministry of Environment to pay bills related to projects financed through the PNRR. The measure aims to prevent payment bottlenecks and ensure payment predictability for companies that have carried out the work.
The largest share of the funds, 1.33 billion lei, will be directed to railway infrastructure. Another 409 million lei will go to motorways, 53 million to local infrastructure, and 353 million to environmental investments. The money comes from budgetary flexibility mechanisms and reserves planned at the beginning of the year.
According to the minister, by October 12, the state had made payments of 44.3 billion lei for PNRR projects: 28.6 billion for grants and 15.7 billion for loans. With the new allocations and the unspent funds of the two ministries, the budgetary effort mobilized in 2026 exceeds 46.5 billion lei, equivalent to approximately 8.7 billion euros.
Nazare asked the ministries and reform coordinators to clarify the completed works, issued bills, and outstanding obligations before the 2027 budget is drafted. He stressed that Romania must responsibly close the PNRR program, maintaining investments and meeting the deficit-reduction target.
