Finance Minister Alexandru Nazare has called for an up-to-date assessment of the funds received and spent through the PNRR, ahead of the 2026 budget revision and preparations for the 2027 budget. The move comes after more than 300 million euros related to payment request number 3 entered the state Treasury last week.
The Finance Ministry is requesting an updated overview of the available funds, expenditures incurred, unfinished investments and outstanding financial obligations. The institution must also identify the sources that will finance the projects currently under way.
Nazare stressed that budgets must be built on real resources, not estimates, and that new commitments must be analyzed in light of the deficit and public debt. The minister also drew attention to the fragmentation of investments across programs, institutions and funding sources.
In this context, he is advocating integrated, multi-year planning to allow priority projects to be completed without creating new budgetary imbalances. Nazare argues that the 2027 budget must reflect Romania’s real priorities and align investments and reforms with the resources actually available.
