Minister of Finance Alexandru Nazare announced on Thursday the start of discussions for the construction of the state budget for 2027. Ministries and other public institutions must submit spending limits and complete data on investments, European funds, personnel expenses, and budget programs.
On November 4, 49 of the 56 main authorizing officers of credits financed entirely from the state budget had submitted their proposals to the Ministry of Finance. Some institutions recorded delays, while data for the other budget components is still being completed.
Nazare requested that the outstanding proposals be finalized by Monday, November 9, and that the information for all funding sources be checked and completed by Wednesday, November 11. The institutions must also clarify which projects or programs will no longer receive funding starting in 2027.
The budget drafting process is being carried out, for the first time, through the Buget NG application, developed with funds from the NRRP. The new information system will allow the evaluation of requests, obligations already undertaken, project costs, and the results being pursued. The minister emphasized that the data entered do not represent automatically approved allocations, and that spending limits will be established based on estimated revenues and sustainable resources.
The budget will have to comply with the deficit-reduction trajectory. Nazare maintains that budget execution in 2026 and a credible budget for 2027 will matter in the assessments of rating agencies and could contribute to improving Romania’s outlook. The constraints will become more significant after the conclusion of the NRRP, when the authorities will have to use European funds more efficiently and encourage private investment.
