Romania risks receiving the “red card” from rating agencies if the 2027 budget is not credible, Finance Minister Alexandru Nazare warned on Friday at the Concordia Summit 2026. The official maintains that next year will be decisive for returning to a stable rating outlook.

Nazare said that Romania must reduce its budget deficit by approximately one percentage point of GDP in each of the next three years. The measure is necessary to exit the excessive deficit procedure and to create the conditions for joining the euro area.

The minister emphasized that the budget adjustment should be achieved mainly by reducing expenditure, not by introducing new tax increases. He stated that he does not want tax increases in 2027 and that he had asked ministries and authorities to present concrete proposals for reducing expenditure.

At the same time, investments are to be prioritized so that fiscal consolidation does not affect projects considered essential. “No one has any patience with us anymore,” Nazare said, warning about the pressure exerted on Romania by financial markets and rating agencies.
