Judge Liliana Alexe from the Bucharest Court of Appeal issued a controversial decision in February to suspend the activity of ROMATSA, which caused a legal and public scandal, leading to the convening of the CSAT. On August 26, 2026, during the appeal against her own ruling, Alexe attempted to plead in favor of her solution, despite not having standing in the case. The court panel intervened, requesting order to be maintained, and the judge was removed from the room with the help of gendarmes.
The incident led to a request for the recusal of the judges in the panel, citing a lack of impartiality. The Supreme Court confirmed the claims, emphasizing that Alexe repeatedly requested the floor, ignoring warnings. Her decision from February sparked strong reactions, and the Judicial Inspection initiated an investigation, making her the first magistrate to be disciplined for an unmotivated minute. Additionally, the CSM issued a warning for non-compliance with administrative provisions, and the case generated controversies in civil society, with some NGOs believing that the judge was unfairly sanctioned.
