Romania has adopted an Emergency Ordinance that allows individuals with driving licenses issued by non-EU countries to drive vehicles on public roads without needing an international license, provided there is reciprocity. This measure also targets members of diplomatic and consular missions. Additionally, in the spring of this year, Romania opened the transport market for workers from outside the EU, allowing them to take the Initial Professional Qualification (IPQ) exam in English, thus facilitating employment in ridesharing and as professional drivers.
This legislative change comes in the context of a driver shortage in Romania, where the personnel deficit is estimated at 150,000 drivers. Authorities hope to attract workers from countries such as Nepal, Sri Lanka, and India, where knowledge of the English language is sufficient for certification.
