Donald Tusk, the Prime Minister of Poland, stated that the European Union is in a critical situation, having to choose between "money today or blood tomorrow," in the context of the vote regarding the use of frozen Russian assets to support Ukraine. The European Commission proposed using these assets to guarantee a loan for reparations for Ukraine, but Belgium expressed concerns about the legality of this measure. Tusk emphasized that the decision affects not only Ukraine but the whole of Europe.
In contrast, Hungarian Prime Minister Viktor Orban stated that the EU proposal is "dead" and that Hungary will not accept financing for Ukraine through a joint loan. Ursula von der Leyen, the President of the European Commission, insisted on the need to find a quick solution for financing Ukraine. Ukrainian President Volodymyr Zelensky called for unity in Europe to ensure the allocation of these assets, highlighting the financial difficulties Ukraine is facing.
