According to Politico, the strategy grants an unusually large space to Latin America, the Caribbean, and other neighbors of the U.S. This represents a break from previous administrations, which tended to prioritize other regions and other issues, such as confronting major powers like Russia and China or combating terrorism.
"The United States must be predominant in the Western Hemisphere as a condition for our security and prosperity – a condition that allows us to assert ourselves confidently where and when needed in the region," the document states. "The terms of our alliances and the terms on which we offer any kind of assistance must depend on reducing adverse external influence – from controlling military installations, ports, and key infrastructure to acquiring strategically defined assets in a broad sense," the strategy indicates.
