This threat came after a violent incident in which an immigration officer shot a Venezuelan man who was fleeing from a traffic stop. Trump accused politicians in Minnesota of not upholding the law and allowing agitators to attack I.C.E. agents. The Insurrection Act, in effect since 1807, allows the president to deploy military forces to suppress riots and domestic disturbances, thus providing extended authority in crisis situations.
