The European Commission recognizes Ukraine's commitment to the EU accession process, highlighting the progress made despite the challenges of the war with Russia. However, the draft report consulted by Reuters emphasizes the need to reverse recent negative trends in the fight against corruption and to accelerate reforms in the rule of law. Kiev has been criticized for its control measures over anti-corruption agencies, which has sparked protests and prompted a swift reaction from the authorities.

Although the majority of EU member states support Ukraine's aspirations, accession is not expected in the near future, and the Ukrainian government aims to finalize negotiations by 2028. The European Commission emphasizes that an intensification of reform efforts is necessary to achieve this ambitious goal.
