Steve Witkoff had a phone conversation with Yuri Ushakov, a senior advisor to the Kremlin, in which he offered recommendations for a discussion between Donald Trump and Vladimir Putin about a possible peace plan for Ukraine. During the conversation on October 14, Witkoff suggested organizing a meeting between Trump and Putin before Volodymyr Zelensky's visit to the White House, using the agreement for Gaza as a model. Witkoff proposed a 20-point peace plan, similar to the one developed for Gaza, and recommended that Putin congratulate Trump on this agreement, emphasizing that Russia considers Trump a "man of peace."
Ushakov seemed receptive to these suggestions. Shortly after the conversation, Trump and Putin had a phone call, which Trump described as "very productive," announcing the intention to organize a summit in Budapest. Trump confirmed that Witkoff will go to Moscow to discuss with Putin, and he hopes that a peace agreement with Ukraine will be reached by Thanksgiving.
