Following a massive attack by Russia on the Ukrainian energy system, 1.2 million properties were left without electricity, while nighttime temperatures dropped to -10 degrees Celsius. Deputy Prime Minister Oleksei Kuleba reported that over 3,200 buildings in Kyiv had no heating, and emergency teams are working intensively to restore services. Energy Minister Denis Shmyhal mentioned that 800,000 households in Kyiv and 400,000 in the Chernihiv region are affected. The attacks occurred while negotiations between Russia and Ukraine continued in the United Arab Emirates, without significant progress. Kyiv Mayor Vitali Klitschko reported casualties and announced support measures for vulnerable residents. The Russian bombing campaign against Ukraine's energy infrastructure has intensified, leaving many areas without electricity, water, or heating.
