The U.S. Department of Justice intends to charge Raul Castro, the former Cuban president, for the downing of two planes in 1996, an incident that resulted in the deaths of four people.


The charges, which require the approval of a grand jury, were revealed following a visit by the CIA director to Cuba. Castro, who led the country for 15 years, resigned as leader of the Cuban Communist Party in 2021. These charges are part of a broader U.S. campaign that includes sanctions and an oil blockade against Cuba.


The 1996 incident involved the humanitarian activist group "Brothers to the Rescue," which allegedly violated Cuban airspace, according to the Cuban government. Currently, Washington is focusing its attention on Cuba amid political and economic tensions. Analysts warn that an attempt to arrest Castro could provoke violent reactions in Cuba.
